Dear Laotian comrades and friends,

On the occasion of the 73rd National Day of the Socialist Republic of Viet Nam (2 September 1945 – 2 September 2018), on behalf of the Party, the State and the people of Viet Nam, I would like to express our warmest greetings and deepest affection to our comrades and brothers – the Party and State leaders and people of Laos.

73 years ago, under the leadership of the Communist Party of Viet Nam, the Vietnamese people successfully conducted the August Revolution. On 2 September 1945, on behalf of the Provisional Government, President Ho Chi Minh, the beloved leader of the Vietnamese people, proclaimed the Declaration of Independence to the Vietnamese people and the whole world, asserting national independence and the birth of the Democratic Republic of Viet Nam, now the Socialist Republic of Viet Nam. The event has entered into the history of Viet Nam as a glorious milestone, propelling our country and people into a new era of independence, freedom and socialism.

Since then, under the sound and wise leadership of the Communist Party of Viet Nam, the Vietnamese people have overcome countless hardships and challenges to achieve great historic successes, including our victories in the resistance wars against foreign aggression to reunify and defend our Fatherland, our fulfillment of international obligations, and successful implementation of the Doi Moi (reforms) policy, obtaining many significant achievements.

Over the last year, despite the numerous difficulties and challenges, Viet Nam has achieved remarkable successes under the leadership of the Communist Party of Viet Nam and the participation of the entire political system as well as the consensus and solidarity of the people.

In 2017, for the first time in many years, Viet Nam attained and exceeded all the 13 socio-economic development targets set out. The economy remained stable at the macro level; inflation was effectively controlled; the budget revenue and major economic balances all met the set targets; our GDP expanded by 6.81 percent; the trade turnover amounted to a record of US$ 425 billion; foreign direct investment (FDI) inflow hit another record of over US$ 33 billion; encouraging results were yielded in the efforts to develop the economy in tandem with addressing social issues, particularly in poverty reduction and universal healthcare; defense and security was strengthened while political stability, social law and order were secured. 2017 was also marked as one of the most successful years of the Vietnamese diplomacy as the country extraordinarily fulfilled its role as the host of the APEC Year, at the time leaders of several major powers were also in the country for the Summit and bilateral visits. There, for the first time, Viet Nam and Laos have worked effectively in coordination to arrange for Genereal Secretary of the Lao People’s Revolutionary Party, President of the Lao PDR, Comrade Bounnhang Vorachith’s visit to Da Nang for the APEC Summit. Those achievements marked a new milestone in Viet Nam’s international integration efforts, contributed to strengthening the trend of peace, cooperation and development, and elevated Viet Nam’s role and status in the international arena. In the first 6 months of 2018, Viet Nam achieved an very impressive economic growth of 7.08 percent, and the first quarter’s figure was 7.38 percent, setting a new record for our economic growth in the last 10 years. The Asia Development Bank (ADB) and the Standard Chartered Bank have forcasted that in 2018, Viet Nam would be able to grow 7-7.1% of GDP. Alongside macroeconomic stability, our country’s investment environment and competitiveness was significantly improved (ranked at 68/190 and 55/137). Viet Nam has been internationally rated as one of the countries in the region with the fastest economic growth thanks to our macroeconomic management capacity. Our country’s commitments to reform and our important achievements have created new dynamism in business and investment activities, as well as among the whole society, reinforcing the confidence of investors and the business community.

Viet Nam will continue to proactively and actively integrate into the region and the world as a responsible and active member of the international community. Following the success of the APEC Year 2017 – a series of events that significantly raised the prestige and status of Viet Nam in the international arena, this year 2018, the country has and will host various other important international and regional conferences, notably the 6th Greater Mekong Sub region (GMS) Summit and the 10th CLVM Summit in Ha Noi in March, and the World Economic Forum on ASEAN (WEF ASEAN) to be held in Ha Noi from 11-13 September.

The Party, State and people of Viet Nam are fully aware that in our cause of construction and defense, apart from our own efforts, we have also received the valuable support and assistance from our friends, particularly the great solidarity and the enormous, wholehearted support from the Party, State and people of the Lao PDR. At this grand celebration, on behalf of the Party, State and people of Viet Nam, I would like to express our deepest gratitude to the Party, State and people of the Lao PDR for the continued solidarity, support and assistance to our country. I also sincerely thank the Party, Government at all levels and people of the Lao PDR for facilitating the Vietnamese community in Laos to enjoy sustainable life, and contribute to the prosperity of Laos and serve as a special friendship bridge between our two nations.

Comrades and friends,

We are extremely pleased and proud to note that over the past years, the special friendship, solidarity and comprehensive cooperation between Viet Nam and Laos have grown in depth and breadth with greater substance and effectiveness, thus bringing about immense practical benefits for both countries. Particularly, in 2017, the two sides worked in coordination to successfully organize the Solidarity and Friendship Year to commemorate the 55th anniversary of our diplomatic relations and the 40th anniversary of the Lao – Vietnamese Treaty of Friendship and Cooperation. Hundreds of solemn and practical commemorative activities were held not only in our respective countries but also at our overseas diplomatic missions. Breakthroughs were registered in our economic cooperation as Viet Nam continued to be one of Laos’ top investors and trading partners. Given our strengthened economic connectivity, especially in infrastructure, transportation, I am confident that in the near future, Laos will become a major transit hub in Southeast Asia with the cooperation of Viet Nam and other countries in the region. Cooperation between the two countries in defence-security, foreign relations, socio-culture, people-to-people… has been realistically and deeply enhanced.

Looking back on the heroic past of the two countries, we take pride in the establishment and development of our special bilateral relations, which is rarely found elsewhere between two nations. The relations have constantly grown from a steadfast traditional friendship to a special relationship, founded by our beloved President Ho Chi Minh, President Kaysone Phomvihane and President Souphanouvong, and strengthened by successive generations of leaders and peoples of our two countries. Having overcome numerous challenges and tests of history, our relations, loyal and crystal-like sincere, have proven crucial to both sides, serving as a rarely-found role model in international relations, a guarantee for the success of each country’s revolutionary cause, an invaluable common asset of our two nations and a major resource for national development and defense of each country.

It is notable that in the recent years, the loyal friendship between Viet Nam and Laos has been vividly demonstrated during hard times when the two countries overcomed many difficulties caused by catastrophic typhoons and floods. In 2017 and in thes first 8 months of 2018, the Party and State of the Lao PDR assisted the Vietnamese people in the affected areas in multiple ways, including by mobilizing nation-wide donations. We were deeply moved upon receiving the aids of friendship from leaders and people of Laos, who were supporting Viet Nam despite their own difficulties. On this occasion, we would like to express our sincerely thanks to the people of Lao brother, ASEAN friends, China and international community whom Viet Nam have get in-time encouragement from. In return, when Lao people have been hit by disasters, although at the same time, we have to struggle with the destructive Typhoon Son Tinh, all our ministries, agencies, authorities and people as well as our overseas diplomatic missions looked towards to Lao brother, joined hands to provide support, both physical and emotional, for the Lao victims. Facing with the unforcasted climate changes, ever before, people of Laos and Viet Nam and international community will closely hold our hands to fight with natural disasters. Viet Nam – Lao and Lao – Viet Nam, once again, will be tested and steeled in this battle.

Comrades and friends,

Nowadays, our two countries are presented with windows of opportunity for further development and no less challenges. More than ever, we need to further strengthen and maximise the Viet Nam – Laos special friendship and solidarity. Our two countries’ history has indicated that the enormous achievements in our past struggles for national liberation and our present national development and defense would not have been possible without the special relationship. The Party, State and people of Viet Nam vow to work with the brotherly Lao Party, State and people in preserving and nurturing the great friendship, the special solidarity and the comprehensive cooperation between the two Parties, the two States and peoples. Our relationship shall endure, prosper and flourish, guiding our peoples and countries to forge ahead together in the interests of our two peoples and contribute significantly to peace, friendship, cooperation and development in the region and the world.

On this occasion, I would like to wish the brotherly Lao people greater successes, under the leadership of the Lao People’s Revolutionary Party, in your reforms and implementation of the Resolution of the 10th Party Congress, as well as in building a strong, wealthy Lao PDR with the people leading a happy and well-off life, and with a united, harmonised, democratic, just and advanced society, and an elevated role and status in the region and the world. We would like to express our thanks to countries, international organizations given their interests and supports for the increasingly developed special relationship between Viet Nam and Laos. Our thanks go to all distinguished guests, comrades of Viet Nam and Laos for supporting us.
